TEMPO.CO, Jakarta - The Inspector General at the Education and Culture Ministry, Haryono Umar, says his efforts to take action against corruption are impeded by an integrity pact. Haryono explained that he previously signed an integrity pact issued by the secretariat general of the ministry.
One of the points in the pact Haryono deemed unreasonable was the regulation that states if the inspector general wishes to audit, he must gain approval from the Education Minister first. He argued that the inspectorate must prevent corruption by conducting audits early on.
Haryono stated that one of his efforts to overcome this issue is by asking all top officials at the Education Ministry to report any corrupt gratifications.
"Some have reported, some have not," said Haryono.
As for the investigation into the national exam debacle and suspected corruption at the Culture Directorate General, Haryono admitted he could do much aside from handing over the investigation results to the Education and Culture Minister Mohammad Nuh. Haryono stated that he could reveal the investigation results unless instructed to do so by law enforcers.
