BRI Claims to Bag Permit for Alipay Collaboration

TEMPO.CO, JakartaAnt Group, a China-based company owned by Jack Ma, reportedly wants to bring the digital payment system, Alipay+, to Indonesia. However, Bank Indonesia admitted that they are yet to receive the application for a formal permit. 

Consumer Director of PT Bank Rakyat Indonesia or BRI Handayani said that BRI has received the permit to process Alipay user transactions using QRIS at its merchants. Handayani said this permit was obtained in 2020.

"This can be realized with BRI's collaboration through the QFPay aggregator," she told Tempo on Monday, April 29, 2024.

With this permission, BRI then carried out piloting at the end of 2020. "However, this collaboration was impacted by Covid-19 which caused a decline in Chinese tourists in Indonesia," said Handayani.

In December 2020, Handayani also mentioned that BRI had received approval from the Financial Services Authority (OJK) and Bank Indonesia to be able to accept and process Alipay wallet transactions in Indonesia as an acquirer. In this scheme, BRI partners with PT QFPay Technology Indonesia as a support provider to integrate the bank and Alipay systems. With this collaboration, Alipay users visiting Indonesia can make payment transactions using QRIS at BRI merchants and their devices.

Last week, Deputy Governor of Bank Indonesia Filianingsi Hendarta said there had been no formal application from Ant Group as the owner of the Alipay to the Indonesian central bank. "Indeed, there has been no formal application from Alipay to Bank Indonesia as a payment system service provider," said Filianingsih in an online press conference on Wednesday, April 24.

"What the applicants usually do is come to Bank Indonesia and request a pre-consultative meeting to understand the requirements," said Filianingsih.

Bank Indonesia together with OJK, she said, always ensures that every payment service provider meets aspects of the information system security standards.

In a similar vein, the Chief Executive of Financing Institutions, Venture Capital Companies, Microfinance Institutions, and Other Financial Services Companies Supervision Agusman also said that no permit for cooperation with Alipay had been submitted to his department.

"There’s no (submission) at my department so far,” he told Tempo on Monday, April 29, 2024.
