TEMPO.CO, Jakarta - The Ministry of Public Works assessed that the multi-purpose deep tunnel project--initiated by the Jakarta administration, as not feasible. Muhammad Hasan, director general of water resources at the ministry, suggests delaying the project's construction.
"One of the reasons is the cost," Hasan told Tempo. Based on the Ministry's review, Hasan said that the construction of the 20-kilometer tunnel project reaches Rp44 trillion. Meanwhile, the Jakarta administration estimated the cost at Rp16 trillion.
Hasan said the government should provide at least Rp22 trillion if they use the public private partnership scheme. This scheme would require the government to provide 30 percent of the project's funding, as stipulated in Presidential Regulation No.78/2010 on the Infrastructure Assurance of Project Cooperation in Government and Business Entities.
Jakarta Governor Joko Widodo had ascertained that the project will be carried on; as it is already included Jakarta's mid-term development plan and had been approved by the city council, using an investment scheme.
"So long as investors are in, we will carry on with (the project)," Jokowi asserted.
