Activists Question Reclamation Bill Issued by Ahok

TEMPO.CO, Jakarta - A number of non-governmental organizations has planned to ask the Home Affairs Ministry to evaluate Jakarta Governor Regulation No. 206/2016 on the Jakarta Bay Reclamation Project.

Legal Aid Institute (LBH) public lawyer Tigor Hutapea said that he would make the request to the Ministry next week.

Tigor viewed that the governor regulation issued by Jakarta Governor Basuki "Ahok" Tjahaja Purnama on October 25, 2016, violated a number of procedures. According to Tigor, the Jakarta administration should not have issued the regulation since the draft bill on the north coast of Jakarta spatial plan has not been issued yet.

"The governor regulation seems to legalize developers to build a city, although the zonation regulation is not issued yet," Tigor said at the LBH office in Jakarta on Monday, January 16, 2017.

Marthin Hadiwinata, head of legal development and fishermen advocacy at the Indonesian Traditional Fishermen Union (KNTI), echoed Tigor's view, as saying that the Jakarta administration could not issue the regulation on reclamation project since the central government has not revoked the reclamation moratorium.

"It was unethical for the Jakarta administration to issue the regulation," Martin said.

Two days ahead of taking a leave for Jakarta Gubernatorial election campaign, Ahok issued a governor regulation on guidelines to city design for islets C, D, and E. The regulation was then questioned by the Jakarta Legislative Council (DPRD), who argued that it had no legal basis.
