TEMPO.CO, Jakarta - President Joko Widodo or Jokowi is expected to sign the revision of Presidential Regulation No. 191/2014 on the Supply, Distribution and Retail Price of Fuel Oil this week.
"[The draft] has been sent to the president. We expect it [to be signed] this week,” the Energy Ministry’s director general of oil and gas, Djoko Siswanto, said on Tuesday, April 10.
The regulation stipulates the assignment to supply Premium gasoline to Java, Madura and Bali to all fuel distributors.
The decision was made following reports of the RON88 fuel scarcity in a number of regencies.

Pertamina is currently the only Premium distributor outside Java, Madura and Bali, with a given quota of 7.5 million kiloliters.
In Q1/2018 Premium distribution to the three islands declined 35 percent to 1.32 million kiloliters. Pertamina has only distributed 17.6 percent of the volume quota it was given, or around 7.5 kiloliters.
For Java, Madura and Bali, the recorded supply decline is 50 percent.

Pertamina’s corporate marketing director Muchamad Iskandar said the company has been distributing supplies as assigned, and the decline was due to a shift in consumers’ behavior shifting from Premium to Pertalite.
