Govt Regulates the Use of Electric Bicycles, E-scooters in Public

TEMPO.CO, Jakarta - The Indonesian Transportation Ministry has issued regulation No.45/2020 which regulates the use of electric-powered means of transportation in public roads. The types of non-internal combustion engine vehicles placed in this category include e-scooters, electric bicycles, hoverboards, and single-wheeled bicycles.
“There are safety requirements [overseen by the regulation], such as main headlights, light reflectors, brakes systems, horns, and the speed limit of 25 kilometers per hour,” said PT Juara Bike or Selis managing-director, Wilson Teoh, to Tempo on Wednesday.
Transportation Minister Budi Karya signed the regulation on June 16, 2020, and has been officially been made into law on June 22. The regulation also says that cyclists aged 12-15 years old must be accompanied by an adult.
Wilson Teoh, representing bicycle distributors, asserts that his firm complies with the series of regulations that not only covers the transportation device itself but also the where electric-powered personal transports are permitted to operate.
According to him, the law states that electric bicycles are permitted to travel on sidewalks on public roads that do not have bike lanes.
