Jakarta City Planning Worst in The World; PSI Criticizes Plan Implementation

TEMPO.CO, Jakarta - Jakarta legislative (DPRD) member Anthony Winza Prabowo said the poor implementation of the capital city planning had made it entitled as the city with the worst urban planning.

"The weakness of the capital city administration is the implementation [of its plans]. There are lots of plans, lots of talk, but minimal implementation," the Indonesian Solidarity Party (PSI) politician told Tempo on Wednesday, August 25.

Previously, the architectural media Rethinking The Future (RTF) named Jakarta as the city with the worst urban planning in the world. This is because the capital city is very densely populated with highly polluted air and water.

Anthony pointed out the LRT plan that has only been implemented to date is a relatively short route, namely Kelapa Gading–Velodrome. He assessed that Jakarta's priority budget to fix the city was still unclear.

For example, slum improvement projects such as the Community Action Plan (CAP) program have been subject to refocusing, the supply of water pipes has stagnated at 60 percent, and the zero down payment (DP) housing program whose realization is less than 1 percent. According to the member of Commission C of Jakarta DPRD, the city administration seems to want to build monumental things but have minimal functions.

"Colorful roof paint which can only be seen by birds in the air, bicycle monument, bamboo statue, safer pedestrian bridges (JPO) have been replaced with pelican crossings which make it more jammed and more unsafe, for the sake of focusing on visual beauty," said Anthony .

Referring to the Governor's Instruction No. 49/2021, he said that Jakarta Governor, Anies Baswedan, had only started making various master plans once he took into office. “The master plan should have been made from the start. Or even ideally, it should be ready before taking office, so the implementation can be executed immediately in the first year."
