TEMPO.CO, Jakarta - The Jakarta Environment Agency announced that motorcycles or cars that have not been emissions tested or did not pass the test will be subject to disincentives in the form of high parking fees and traffic tickets.

“The agency has used a system that records the emissions test results [of a vehicle],” said the agency head Syaripudin in his statement, Wednesday, Dec. 30, 2020.

The policy was stipulated in Gubernatorial Regulation No. 66/2020 concerning emissions tests for motorized vehicles issued on July 24, 2020, and was valid six months later. The rule amended the previous Gubernatorial Regulation No. 92/2007

Syaripudin explained that the system would allow both the police and the city administration to access the result of the tests of a vehicle during an inspection. If it did not pass the test and used parking facilities in Jakarta, the highest parking fee would be applied automatically.

The police could also impose a traffic ticket on the owner of a motorized vehicle who did not comply with the mandatory emissions test and did not meet the emissions thresholds.

The law enforcement by the police and the Transportation Agency was based on Law No. 22/2009 on road traffic and transportation, which noted a maximum fine of Rp250,000 and Rp500,000 for motorcycles and four-wheeled vehicles, respectively.
