PPP, PKS, and Gerindra Propose Alcoholic Drink Prohibition Bill

TEMPO.CO, Jakarta - Illiza Sa'aduddin Djamal, a member of the House of Representatives' (DPR) Commission X, confirmed that the alcoholic drink prohibition bill was proposed by lawmakers from three parties, namely PPP, PKS, and Gerindra. The bill was aimed at protecting the public from the negative impacts of liquor.
“To raise public awareness about the dangers of alcoholic beverages and creating order and peace in society [and protecting the public] from alcoholic drinkers,” said Illiza during a hearing with the DPR Legislation Body on Tuesday, November 10, 2020.
The bill promoter explained the four perspectives underlying the urgency of the deliberation of the bill, which was among 37 bills listed in the 2020 National Legislation Program (Prolegnas).
First, the philosophical perspective, in which the ban on liquor is necessary to realize the values of the country’s ideology of Pancasila and the 1945 Constitution.
Second, the social perspective on the death of many people caused by alcoholic beverages, the emergence of crimes, and violence in society. Thus, the bill is expected to create social stability.
The third consideration is the formal juridical perspective, especially criminal law. According to Illiza, provisions stipulated in the Criminal Code (KUHP) were no longer adequate so that a new law is needed.
Moreover, the bill on the prohibition of alcoholic drinks is necessary to realize the objectives of the country, the law, and criminal law.
