Jakarta Bay Reclamation: Anies Urges BPN to Revoke Building Right

TEMPO.CO, Jakarta -Indonesian Traditional Fishermen Association (KNTI) accepted the act of Jakarta Governor Anies Baswedan who wrote to the Minister of Agrarian and Spatial/Head of National Land Agency (BPN) related to the revoking of building rights (HGB) of Jakarta Bay reclamation island.

"The KNTI appreciates Anies Governor's letter to delay and cancel all building rights on C, D, and G islands," KNTI attorney Martin Hadiwinata told Tempo on Tuesday, January 9, 2018.

Nevertheless, Martin assessed the action has not directly impacted on the certainty of revoking those three HGBs reclaimed island. According to Martin, the authority to revoke is not in the hands of Anies.

"But on the National Land Agency (BPN) of Jakarta as the executive of the mandate of the Central BPN," he said.

Martin asked the Chief of BPN to approve the request from Governor Anies Baswedan to revoke the HGB that has been issued on the island of reclamation.

"The BPN, both regional and the central must respect and heed the request for revocation filed by the Governor Anies," Martin said.

The Governor of Jakarta Anies Baswedan on December 29, 2017, wrote a letter number 2373/-1.794.2 to the Minister of Agrarian and Spatial/Head of the BPN.

The letter stated that the government of Jakarta is conducting an in-depth and comprehensive review on the policy and reclamation implementation in the North Coast of Jakarta.

Because, based on the input from experts and some people say there is a bad impact on reclamation policy. In addition, there were also found indications or alleged defects procedures on reclamation.

Anies, in the letter also stated that he is preparing a draft of new regional regulation, after withdrawing the Raperda documents on Spatial Plan of the North Coast Coastal Regions of Jakarta and Raperda on the Plan of Coastal Zoning and Small Islands from discussion process at Jakarta Regional People`s Representative Assembly (DPRD).

Therefore, in the first point, Anies asked the Minister of ATR or Head of BPN to retract all letters affecting the issuance of HGB to third parties over all the reclamation islands in North Beach Jakarta.

The second point, Anies asked the Head of BPN not to issue or cancel any HGB for third parties over the reclamation islands such as C, D, and G.
