TEMPO.CO, Jakarta - The government of Jakarta is delaying several projects because of a budget cut of Rp4.25 trillion. The capital's 2017 budget has been reduced to Rp62.91 trillion.
Head of the Regional Development Planning Agency Tuty Kusumawati said almost all of Jakarta's agencies will have delayed projects. The agencies are asked to report their construction and non-construction projects that cannot be finished this year.
"They will be the one to state that the projects cannot be implemented," Tuty told Tempo.
Tuty said Jakarta's budget is reduced because the transfer of revenue-sharing from the central government in 2015 is late and not fully disbursed. Of the estimated Rp7.9 trillion revenue share, Jakarta only received Rp4.9 trillion.
Despite the revenue shortfall and delayed projects, Tuty is confident that budget absorption will go well with a rate of 90 percent or more.
Jakarta is correcting its development target by focusing on finishing constructions that have started, and delay those that have not.
Some of the projects that are delayed until next year include the construction of Santa tunnel in South Jakarta; the construction of four affordable apartments; the dredging of several reservoirs in East, North and South Jakarta; as well as the repairs of several school buildings in 11 sub-districts.
Head of the Water System Department Teguh Hendarwan said the dredging delays will cause some areas to remain flooded. In Pondok Rangoon, Water Administration Department had planned to build three reservoirs over an area of 18.5 hectares to prevent the Sunter River from flooding Halim, Cipinang, and Kelapa Gading.
