Government Ministers Requests for Additional Budget for 2025

TEMPO.CO, Jakarta - Several ministries and agencies have requested additional budgets for 2025, including costs for relocating to the new capital city, Nusantara (IKN). Who are they?

  1. Cabinet Secretariat

Cabinet Secretary Pramono Agung requested an additional budget to support secretariat operations at IKN. He proposed an additional budget of IDR 164.31 billion for 2025.

Pramono made the proposal during a working meeting of Commission II of the House of Representatives (DPR) with the Minister of State Secretariat, the Presidential Staff Office (KSP), and the Pancasila Ideology Development Agency (BPIP) at the Parliament Complex, Senayan, Jakarta, on Tuesday, June 11, 2024.

Pramono stated that the request was not for the current Jokowi administration but for the new government. "It is impossible not to increase the budget because there will be operations in IKN and Jakarta, which will certainly require additional funds," he said yesterday, as quoted by Antara.

He explained that the additional budget would be used for several needs, including operational costs, facilities and infrastructure for the Cabinet Secretariat at IKN, procurement of battery-based operational vehicles, and data processing equipment. "At IKN, all vehicles will be electric, so we are indeed going green energy," Pramono added.

  1. Ministry of Marine Affairs and Fisheries

Minister of Marine Affairs and Fisheries Sakti Wahyu Trenggono requested an additional budget of IDR 4.47 trillion for next year, while the current indicative budget for the ministry is IDR 6.23 trillion. The additional budget aims to ensure the smooth implementation of the blue economy policy, which prioritizes ecological sustainability.

He believes that a sustainably managed marine and fisheries sector, emphasizing ecological alongside economic aspects, can drive national food security, boost the national economy, create jobs, and improve the welfare of marine and fisheries communities.

Trenggono's proposal received positive responses, including from Commission IV member Hanan A. Rozak, who supported the additional budget request. “We fully support the Minister's proposal for an additional budget of IDR 4.47 trillion for 2025,” he said.

  1. The Indonesian National Police (Polri)

The Indonesian National Police (Polri) proposed an additional budget of IDR 60.64 trillion for 2025 during a budget discussion meeting with Commission III of the DPR at the Parliament Complex, Jakarta, on Tuesday.

Deputy Chief of Police Commissioner General Agus Andrianto stated that based on a joint letter from the Ministry of Finance and the Ministry of National Development Planning, the indicative budget for Polri in 2025 is IDR 104.67 trillion. However, he said the actual needs amount to IDR 165.31 trillion.

"This budget proposal represents an increase of IDR 44.74 trillion or 38.12 percent compared to the 2024 budget," Agus said.

He explained that to prepare Polri's responsiveness in maintaining national security, several key areas need attention, including enhancing public security and order maintenance activities, continuing bureaucratic reforms, and addressing high levels of crimes against life, property, and money laundering.

Additionally, the budget increase considers the relocation of the capital city to Nusantara, the growing threat of cybercrime, and the establishment of West Papua and Central Papua regional police offices.

  1. Corruption Eradication Commission (KPK)

The Corruption Eradication Commission (KPK) proposed an additional budget of IDR 117.12 billion for 2025. Acting KPK Chairman Nawawi Pomolango stated that the commission's budget needs for 2025 total IDR 1.354 trillion, but the indicative budget is IDR 1.237 trillion.

"To the leadership and members of Commission I of the DPR, we hope for an additional budget of IDR 117.12 billion," Nawawi said during a working meeting with Commission III of the DPR at the Parliament Complex, Jakarta, on Tuesday.

He explained that the additional budget request includes IDR 65.02 billion for management support programs and IDR 52.11 billion for corruption prevention and enforcement programs.

Nawawi noted that the indicative budget for 2025 is lower than the 2023 and 2024 budgets. In 2023, KPK received a budget of IDR 1.316 trillion, and in 2024, IDR 1.377 trillion. "This represents a decrease of IDR 139.74 billion compared to KPK's 2024 budget," he said.

Additionally, KPK generated non-tax state revenue (PNBP) of IDR 398.7 billion in 2023. As of May 31, 2024, KPK has generated IDR 267.23 billion in PNBP.

  1. Ministry of Defense and Indonesian National Armed Forces (TNI)

The Ministry of Defense, according to Deputy Chairman of Commission I of the DPR Utut Adianto, has the largest budget proposal in the meeting. “The budget is IDR 155 trillion for the Ministry of Defense, the highest,” Utut said. “Then for the Army, IDR 54 trillion, the Navy around IDR 20 trillion, the Air Force around IDR 18 trillion, and for the Headquarters or Commander, IDR 9.3 trillion."

If totaled, the budget proposals for each branch of the armed forces and TNI Headquarters presented by Utut amount to IDR 101.3 trillion. However, Utut said he could not disclose the detailed allocation of the budget. “The meeting was confidential, so if I speak to you, it means I am breaching the agreement,” said the member of the Indonesian Democratic Party of Struggle (PDIP) faction.

  1. IKN Authority

The IKN Authority requested an additional budget of IDR 29.8 trillion for next year. This request was made by Acting Deputy Head of the IKN Authority, Raja Juli Antoni, during a meeting with Commission II of the DPR.

On April 5, 2024, the indicative budget for the IKN Authority for 2025 was set at IDR 505.5 billion. However, after discussions with the National Development Planning Agency (Bappenas) and the Ministry of Finance regarding the 2025 work plan, several needs were identified as not yet allocated. According to Raja Juli, the total budget required for these needs is IDR 29.8 trillion.
