KPK Unveils Corruption at Indonesia's SAR Agency, State Loss Amounts to Rp20.4 billion

TEMPO.CO, Jakarta - The Corruption Eradication Commission (KPK) unveiled corruption allegations at the National Search and Rescue Agency, or Basarnas, from 2012 to 2018 for the procurement of personnel transport trucks and rescue vehicles.
Based on the audit report from the Financial and Development Supervisory Agency (BPKP), the Basarnas corruption case caused Rp20,444,580,000 or Rp20.4 billion in state loss.
In November 2013, Basarnas submitted a proposal to procure 4WD personnel transport trucks worth Rp47.6 billion and a rescue vehicle worth Rp48.7 billion, based on its strategic plan.
"In November 2013, the National SAR Agency submitted a proposal for the Budget and Ministry Work Plan (RKA-K/L)," said the Acting Director of Investigation of KPK Asep Guntur Rahayu in a press conference on Tuesday, June 25, 2024.
KPK has detained three suspects in the case. They were the former Main Secretary of Basarnas, Max Ruland Boseke (MRB), as the authorized user; Anjar Sulistiyono (AJS) as commitment-making official; and William Widarta (WLW) as Director of CV Delima Mandiri.
Chronology of Basarnas Corruption
Asep said the procurement proposal began with a closed meeting attended by the Head of Basarnas and echelon 1 and 2 officials and set to hold a project auction with a predetermined winner.
In January 2014, AJS established the estimated price using the data from WLW’s employee, Riki Hansyah.
"This violates the provisions of Presidential Decree No. 54 of 2010 concerning Procurement of Government Goods/Services, Article 66 (7)," said Asep.
A month later, WLW took part in the auction under PT TAP and accompanying companies PT ORM (Omega Raya Mandiri) and PT GIM (Gapura Intan Mandiri). In March 2014, the Basarnas Working Group Team announced PT TAP as the winner of the auction.
Asep said similarities in IP addresses, letters of support, and technical documents were present for PT TAP, PT ORM, and PT GIM.
Advance payments of Rp8.5 billion for the personnel trucks and Rp8.7 billion for the rescue vehicles were received by PT TAP in May 2014.
In June 2014, Max Ruland received Rp2.5 billion from William in the form of an ATM in William's name and a cash withdrawal slip that William had signed. Max Ruland used the money for personal enjoyment.
