Apindo Raise Concerns Against the Government's WFH Policy

TEMPO.CO, Jakarta - Shinta Kamdani, the Chairperson of the Indonesian Employers Association (Apindo), has raised concerns regarding the government's decision on the combination of work from home (WFH) and work from office (WFO) arrangements for civil servants (ASN). The policy was aimed at alleviating congestion during the post-Eid al-Fitr return trip in 2024.
Shinta cautioned that WFH arrangements tend to result in a decline in the national economic productivity. "Jobs requiring physical presence of employees cannot achieve maximum productivity," she said when contacted on Saturday, April 13, 2024.
Shinta mentioned that the impact is often felt in service and manufacturing sectors, such as factory workers, trade, healthcare, and education. According to Shinta, the need for creating productivity in each type of business through the physical presence of employees varies, and therefore cannot be forced.
The government has decided to combine WFO and WFH for ASN starting from Tuesday April 16, 2024, to Wednesday, 17, 2024. Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB), Abdullah Azwar Anas, stated that WFH could be implemented for a maximum of 50 percent of the total employees in certain agencies.
Meanwhile, agencies that directly involved in public services will not be allowed to implement WFH, but remain 100 percent WFO. For example, healthcare, security and public order, disaster management, energy, logistics, postal services, transportation and distribution, national vital objects, national strategic projects, construction, and basic utilities.
This proposal aligns with Apindo's expectations, which emphasize that not all workers and not all types of work can be done remotely. "We have conveyed this previously during the pandemic, that WFH typically applies to office workers," said Shinta.
Therefore, she hoped that the government can consider these factors and not compel companies or workers who are on Eid al-Fitr vacation to take WFH consideration.
