Tito Karnavian: Lockdown Is Central Govt's Authority

TEMPO.CO, Jakarta - Minister of Home Affairs discussed the lockdown policy in a meeting with Jakarta Governor, Anies Baswedan, at the Jakarta City Hall, on Tuesday, March 17, 2020. Tito explained that the policy to lock down a certain area can be done by referring to Law number 6 of 2018 concerning health quarantine.
"In terms of restrictions; large-scale regional quarantine and social restrictions are the authority of the central government," he said after meeting Anies.
The minister had stated that his meeting with Anies was geared to hold a discussion on quarantine policy with economic impacts, wherein the impact of an immature lockdown can cause economic shocks directly related to monetary and fiscal matters.
Meanwhile, in issuing policies that affect the economy, referring to Law number 23 of 2014 concerning regional government, is the authority of the central government. "In this case Mr. President," Tito said.
As a result, President Joko Widodo has stated that regional heads need to consult with the central government for regional quarantine and territorial restrictions. Furthermore, President Jokowi had also appointed Doni Monardo as the Chief of the Covid-19 Task Force.
In determining the lockdown policy, said Tito, the government must consider seven aspects, including effectiveness, epidemic level, as well as economic, socio-cultural and security.
"We conveyed to Mr. Governor (Anies Baswedan) about the regional restrictions or quarantine. This is because it involves the economy," Tito Karnavian added.
