TEMPO.CO, Jakarta - Jakarta Legislative Council (DPRD) member from PDI-P faction Gembong Warsono said Governor Anies Baswedan`s decision to allow using homes as a place of business is a mistake. Gembong said Anies should revise the existing spatial rules first before issuing a gubernatorial regulation.
"It should have been revised first. Plus it has also been included in this year's prolegda (regional legislation program)," he said on Thursday, May 3.
Gembong also suggested that the rule is not enforced in all areas of Jakarta. He asked the Provincial Government to re-map which areas are widely used as a home-based business.

"It should only be allowed in certain areas because there is a spatial law which regulates which (areas) are allowed and not," he said.
Anies Baswedan issued a regulation allowing homes to be used as a place of business, as stipulated in Governor Regulation No.30/2018 concerning Micro and Small Business Licenses. The rule was enacted on April 19.
Meanwhile, urban observer Yayat Supriatna said the Jakarta government should refer to the existing spatial plan. The new rule, he said, should not contradict other provisions.
"Everything has to be by the book," he said.
Meanwhile, deputy governor Sandiaga Uno said the rule is aimed at encouraging the growth of small-medium enterprises (SMEs).
"We are encouraging to legalize setting up businesses from home. We know that Apple, Nike, or Microsoft, all started from a home business," Sandiaga said on Wednesday.
