Foreign Financiers for Ride-Hailing Apps to be Regulated

TEMPO.CO, Jakarta - The Ministry of Transportation has opened two possibilities upon controlling investments received by ride-hailing applicators following the ministry’s discussion with the Investment Coordinating Board (BKPM).
“We have not regulated the DNI, but we have talked to the BKPM,” said Budi Setiyadi, the Ministry’s Director General of Land Transportation on Tuesday, April 24.
The discussion was to comply with Presidential Decree No 44/2016 on businesses, which is known as the negative investment list (DNI) that states foreign financiers are only permitted to control 49 percent of a transportation company’s shares.
There are two possibilities that the Transportation Ministry will act upon, firstly is to revise the presidential decree on DNI and the second is requesting ride-hailing applicators to establish a new company that would specifically handle issues on transportation.
“Well, there are two possibilities, whether change the presidential decree and have the applicators form a new entity or change the decree so the ride-hailing applicators can be opened for foreign investment,” said Budi Setiyadi.
