TEMPO.CO, Jakarta – Jakarta's Acting Governor Tjahaja Basuki Purnama—also known as Ahok—said the capital's revenue post at the 2014 Amended Revenue and Expenditure Budget is at a deficit of Rp12 trillion. As of October, the government's revenue only reached Rp60 trillion of the passed revenue budget of Rp72.9 trillion.

Ahok said one of the things causing the low revenue is the missed balanced fund target from the e-payment system on several of Jakarta's toll road. The project was expected to garner Rp2 trillion in revenues, but the system remains unimplemented because trial periods are still being carried on some of the capital's main roads.

Another target that was missed, said Ahok, is the tax interpretation that fell below expectation. This year's tax revenue only reached Rp19.5 trillion, or just 60.1 percent of the targeted Rp32.5 trillion.

Saefullah, the Regional Secretary for DKI Jakarta, said the government had actually lowered this year's revenue target from Rp81.5 trillion to Rp76 trillion. "If we insist on getting Rp81.5 trillion whilst local taxes and balanced fund targets are not met, what good does that do?" he said. Saefullah hopes that the 2015 budget will be passed by Parliement at the end of this month.
