Mistargeted Religious Social Aid Leads to State Losses

TEMPO.CO, Jakarta - Mochamad Jasin, Inspectorate General of the Ministry of Religious Affairs, stated that the Rp 2,4 trillion (US$246,47 million) of social aid managed by the Directorate General of Islamic Education in 2012, might cause state losses.


"The funds were mistargeted," he said yesterday, May 13.


Jasin said that there were two things that might instigate the losses, including the top-down fund distribution method, and the late disbursement of fund. Jasin stated that the fund should be distributed based on demands made by each Islamic boarding schools’ (pesantren) so that it may be in accordance with their needs.


Jasin provide an examples of a madrasa that was being given scout uniform aid. "But the size was so small, like the one for kindergarten students," he said.


Some schools were given computers. "But they were not useful, " Jasin stated.


The late disbursement also caused another loss. "The fine for late disbursement is calculated on a daily basis," he explained.


Currently,the inspectorate claimed that they cannot announce the exact amount of state losses because they are still performing investigations in several regions.


"The investigation is 60 percent done," Jasin claimed.


Directorate General of Islamic Education secretary Komaruddin Amin, admitted that some of the social aid was mistargeted. “There are some, but not much,” he said yesterday, May 13.
