Halt on Jakarta Waste-to-Energy Plant ITF Sunter Project Not Violation, Official Says

TEMPO.CO, Jakarta - Jakarta Environment Agency Head Asep Kuswanto stated that there is no regional regulation (Perda) requiring the city administration to build the waste-to-energy plant dubbed the Intermediate Treatment Facility or ITF Sunter.

“There is no Perda mentioning the obligation to build an ITF,” Asep said in Central Jakarta, Wednesday, August 2, 2023.

Asep emphasized that based on Regional Regulation No. 4 of 2019 concerning the amendments to Regional Regulation No. 3 of 2013 on waste management, the government will grant waste management service fees for those developing waste management systems. “So it doesn't have to be ITF,” he added.

Jakarta Acting Governor Jakarta Heru Budi Hartono announced the cancelation of the ITF Sunter project which had been included in the National Strategic Program (PSN) list. He said the decision was made because the regional government was unable to pay the tipping fee.

Asep explained that even though the project was included in the PSN, the regional government was responsible for the development costs.

“There is Presidential Regulation (Perpres) No. 35 of 2018 concerning the management of waste into energy. That's why [ITF Sunter] is PSN,” Asep said.

He reiterated that the development of marine waste handling, ITF, and waste-based power plants (PLTSa) are regulated in Presidential Decree No. 35 of 2018, which is the basis for the revision of Jakarta Regional Regulation No. 3 of 2013 into Regional Regulation No. 4 of 2019.

From this regulation, a Governor’s Regulation or Pergub was released, assigning Jakarta-owned developers Jakpro and Sarana Jaya to build ITF Sunter.
