Jakarta Halts Waste-to-Energy Plant ITF Sunter

TEMPO.CO, JakartaJakarta Acting Governor Heru Budi Hartono confirmed that the construction project of the city’s first waste-to-energy plant, the Intermediate Treatment Facility or ITF Sunter, will not proceed. One of the reasons is the tipping fee that the government must pay to the waste processor.

“For me, ITF may continue, but the regional government can't afford to give a tipping fee,” Heru Budi said at the Jakarta City Hall on Friday, July 28, 2023.

According to Heru Budi, the city administration is currently focusing on developing refuse-derived fuel (RDF) plants in Rorotan of North Jakarta and Pegadungan of West Jakarta. “If [Jakpro] can acquire B2B [business-to-business scheme] and continue ITF without government-borne facilities (DTP), then go ahead,” Heru Budi said.

Jakarta Regional Secretary Joko Agus Setyono shared a similar statement. “When it comes to technology, I think both technologies (ITF and RDF) are equally good,” he told Tempo in the Regional Secretary's Office, on Wednesday evening, July 26, 2023.

He also said that President Joko "Jokowi" Widodo had been informed about the project cancellation, although the latter previously encouraged the project to be started immediately. “For the President, the point is that the waste issue in Jakarta is resolved,” he added.

Joko Agus also mentioned that the regional government has to spend investment and tipping fees. “We have to invest, we also need to pay a tipping fee at a very large amount, ranging from Rp580 per ton to Rp1 million, and it will keep rising in each period, be it every year, two years. It will always increase,” he explained.

Meanwhile, RDF can be used as a substitute for coal to produce cement. “There are already off-takers, namely Indocement and PT Solusi Bangun Indonesia (SBI). They buy [RDF], not getting it for free. We don't only spend money on the RDF, but we also get income from it,” Joko Agus concluded.
