Manpower Minister Relaxes Rules on JHT Withdrawal

TEMPO.CO, Jakarta - Manpower Minister Ida Fauziyah revised rules on the old-age benefit (JHT) by issuing the Manpower Ministerial Regulation (Permenaker) No. 4 of 2022, which could ease people to cash out their funds.

“The payment of JHT [will be carried out] in no later than five working days after the application and requirements are received completely and correctly by BPJS Ketenagakerjaan,” said Ida during a press conference held virtually, Thursday, April 28.

The withdrawal process was also made easier by simply showing an electronic attachment or a photocopy of ID and BPJS Ketenagakerjaan cards. Besides, people would no longer need to visit the BPJS office since the online service is now available.

Submission of proof of layoffs was not complicated too, as stated in Article 11 (C) of Permenaker 4/2022.

Ida emphasized that the relaxed regulation did not mean that employers were allowed to easily dismiss workers. “The layoff process must remain in accordance with the provisions,” she added.

According to her, this new regulation simultaneously revoked Permenaker No. 19/2015 and Permenaker No. 2/2022 as a follow-up to President Joko Widodo or Jokowi's order after taking into account the views of trade unions or laborers.

Minister Ida further explained that those allowed to withdraw JHT include workers who resigned, are laid off, suffered permanent total disability, and died. The waiting time is set in one month and people no longer need to enter retirement at the age of 56 years to cash out their funds.
