Coalition Fear Bogor's Local Law P4S Will Discredit LGBT Community

TEMPO.CO, Jakarta - The Civil Coalition for the Rights of Gender and Sexual Diversity (Kami Berani) on Monday protested against Bogor City administration that has issued the regional regulation on preventing and managing sexual deviant behaviors (P4S).

The coalition believes the regional regulation discredits people with sexual behaviors that are deemed by some to be deviate.

Head of the Indonesian Legal Aid Foundation (YLBHI) Muhammad Isnur urged the Bogor administration to review the regulation that was introduced in late 2021 as it could potentially spark discrimination.

“We are disappointed by the issuance of the regulation as it can affect Indonesia as a country that is a member of the United Nations that highly regards human rights,” Isnur said to Tempo on March 21.

YLBHI along with the coalition believe that it can potentially spark violence and discrimination against LGBT groups residing in Bogor as the regional regulation specifically mentions which groups that the government deems are sexually deviate.

"Don’t let the minorities end up like Ahmadiyya, wherever they are they are always discriminated against and even they get rejected and lose their human rights, and people commit crimes against them," he explained.

In response, the Bogor administration denies that the regional regulation will flourish acts of discrimination as the Bogor government’s human rights and legal head, Alma Wiranta, said the P4S is meant as a form of protection and equally guarantee residents towards a healthy social life.

“This regulation is not meant to judge but to develop and organize. It is not to discredit sexual deviation,” Alma said, “This must be viewed from multiple aspects, and mainly the health aspect.”
