DPRD to Form Committee for Electing Jakarta Deputy Governor

TEMPO.CO, Jakarta - Deputy Chief of the Jakarta Provincial Legislative Council (DPRD) Zita Anjani stated that members of the council would form a special committee (Pansus) before discussing the rules for electing the Jakarta Deputy Governor.

“The previous period was not finished. So, the Special Committee needs to be made to be ratified by their code of conduct (tatib). (We) can't use the results of the previous council," Zita said when contacted on Thursday, February 6, 2020.

Prior to forming the Special Committee for the of a code of conduct on the Jakarta Deputy Governor election, she said, the council needs to hold a joint leadership meeting (Rapimgab).

However, the plan for the Rapimgab is yet to be implemented as there have been obstacles since it was scheduled two weeks ago. "I also don't understand why it hasn't been done yet," Zita said.

Zita went on to explain that after the forming of the Special Committee for the Jakarta Deputy Governor election, the next step would be to determine the election committee. "The code of conduct must be ratified first if there is to be an election committee (Panlih). For a Panlih to work, there must be a code of conduct," she said.

According to Zita, the Kebon Sirih legislator needs to re-establish the Special Committee as the previous period's council had not yet ratified the deputy governor election code of conduct. As a result, the current council has the obligation to discuss the code of conduct that had been started by the 2014-2019 council.

Zita emphasized that, although the code of conduct draft for the Deputy Governor's election has actually been completed by the previous council, the resulting code of conduct does not have any legal power as it has yet to be ratified. "The code of conduct that has not been approved cannot be brought to the council now for it to be ratified," she said. "I have never seen or read the form, how could I approve?".

After forming a Special Committee to discuss the code of conduct in the Jakarta Deputy Governor's election, the council will determine the time limit for its discussion, so as to ensure that discussions will remain prompt. "It's not a matter of whether or not this is a long-standing problem. Of course we are in accordance with the rules. Work must have a legal rule," claimed Zita.
