TEMPO.CO, Jakarta - Coordinating Ministry for Human Development and Culture (PMK) criticized the standard operation procedure (SOP) for the handling of sexual harassment recently issued by state railway operator PT KAI. The ministry assessed that the standing order does not list proper sanctions for perpetrators.

“It seems the sanction lacks severity,” said Ross Diana Iskandar as the ministry’s assistant deputy of women’s rights and protection to Tempo in Jakarta, Tuesday, Oct. 8.

Diana opined the train operator should coordinate with law enforcers to prosecute perpetrators as to bring a deterrent effect. Because, she added, sexual misconduct must be punished under the Criminal Code Law (KUHP).

“KAI should supervise the legal process and take the side of victims,” Diana underlined.

Earlier today, PT KAI has publicized its SOP for the handling of sexual assaults, which is ratified through the Directors' Regulations PER.U/KL.104/VI/I/KA-2019 on June 20, 2019.

“[The SOP] manages passengers who commit immoral acts that harm the safety and/or disturb other passengers on board,” said the firm’s VP Public Relations Edy Kuswoyo on Tuesday, Oct. 8.

The regulation was released several months ago after a woman was sexually harassed onboard of KA Sembrani of Jakarta Gambir - Surabaya Pasar Turi route on April 23. The case was settled amicably.

At that time, KAI admitted having no special SOP for the handling of sexual harassment.

On the copy of the SOP received by Tempo, the severe punishment for perpetrators is letting them off at the next station.
