Jakarta Asks Jakpro to Return Unused Capital Injection of Rp650bn

TEMPO.CO, Jakarta - Jakarta Legislative Council (DPRD) demanded city-owned companies PT Jakarta Propertindo (Jakpro) return the unused regional capital injection (PMD) amounted to Rp650 billion. Jakpro planned to use the figure to acquire 49 percent shares of PT Astratel Nusantara at PT PAM Lyonnaise Jaya (Palyja) in 2013.

“Jakpro must return the money as regulated in the 2018 Regional Budget (APBD) of Jakarta,” said Jakarta DPRD deputy speaker Triwisaksana in the DPRD building in Central Jakarta, Thursday, November 15.

Jakpro reportedly used the Rp650 billion to funding several other projects, while according to Jakarta Council, the unused money should be paid back to the regional treasury.

Triwisaksana, or commonly called Sani, said the city administration would establish a special team or Pansus to examine an alleged violation in the use of the PMD. The team would include members from cross commissions and cross factions. “The money must be returned along with all the interest,” Sani underlined.

During a meeting held by Jakarta Council’s budget committee with several city-owned enterprises and regional secretary Saefullah, the committee found that Jakpro had relocated the money worth Rp650 billion without a permit form the city council.

Jakpro president director Dwi Wahyu Daryoto in the meeting said the PMD fund had been used for several projects in 2015, such as power plant construction in Marunda, share purchase in PT Food Station Tjipinang Jaya and PT Cinere Serpong Jaya, and investment participation PT Jakarta Tollroad Development among others.

When asked about the capital injection whereabout, Dwi could not explain because, he said, it had been mixed with other funds.

Dwi further noted that Jakpro would return the unused capital injection amounted to Rp650 billion to the regional treasury, which that would be obtained from the company's operational fund.

The meeting of Jakarta budget committee on Thursday concluded that it would conduct a moratorium in light of the unused PMD in 10 city-owned companies which were amounted to Rp1.18 trillion.
