PDIP: Jakarta`s Zero Down Payment Housing Not for the Poor

TEMPO.CO, Jakarta - Jakarta Governor Anies Baswedan said his housing program called the citizen’s housing solution (SAMAWA), which was initially known as the zero percent down payment program, is meant for Jakarta`s middle-class that earns an income up to Rp4-Rp7 million per month.

“It’s because the program uses a financing scheme which not allows using all of the income proportion to pay installments. The maximum income percentage must not be biased toward the installments,” said the governor Wednesday, Oct. 17.

The financing scheme itself means that the requirement of Rp4-Rp7 million a month is an inevitability since it must not exceed 30 percent of a person’s income.

This fact drove criticism from a member of the Jakarta Council (DPRD) from PDIP that deemed Anies Baswedan’s program is not a housing solution for the poor. “We can say that in one year of [Anies Baswedan’s] leadership, there are no housing programs for impoverished residents,” said Dwi Wijayanto Rio Sambodo.

Meanwhile, Tri Sakti University expert on public policy Trubus Rahardiansah said that Anies Baswedan’s SAMAWA program that uses the Governor’s Decree No. 104/2018 must be changed since the housing financing program is more of a long-term program.
