E-commerce Regulation, Govt Wants Data Collection Done Next Month

TEMPO.CO, Jakarta - The government is conducting data collection in order to formulate the rules of electronic commerce or e-commerce. Head of the Central Bureau of Statistics Suhariyanto said the data collection is targeted to be completed by the end of February 2018.

"We hope the rough idea will be done at the end of February," Suhariyanto said at the office of the Coordinating Ministry for Economic Affairs, Jakarta, on Monday, January 15.

Suhariyanto said BPS is currently inviting the Association of Indonesian e-Commerce (idEA) to collect data. The collected data include turnover, typical buyer criteria, the amount of labor, and technology used. Suhariyanto said the data collection is expected to provide a picture of e-commerce business globally although it has not ideal yet.

"It is still limited, far from ideal but at least can lift the global picture first," said Suhariyanto.
Suhariyanto revealed, there are about 79 e-commerce businessmen who collected in this data collection. The data is collected on seven platforms, minus two from previously stated by Suhariyanto.

"The rest are two, we left the payment and the logistics for a while," he said.
Minister of Communications and Informatics Rudiantara said the process of making e-commerce rules continues to be done along with data collection conducted by BPS.

"It is parallel, we made the policy, not waiting for the data collected then we made the new one." Digital is dynamic, "he said.

Finance Minister Sri Mulyani Indrawati said that the cooperation between Kominfo and BPS is aimed to obtain more complete data. In addition, said Sri Mulyani, the government will also ensure the security and justice (level playing field) aspect for all sectors and business actors.

"We make it as easy as possible without causing disruption," she said.

Coordinating Minister for Economic Affairs, Darmin Nasution, said about the e-commerce, the government will issue tax and customs regulation soon. However, Darmin said, the government is still discussing this matter for the sake of perception. "We are still discussing, need to have the same thought between ministries so that when the time to make the rules arrive, we have a similar vision," said Darmin.
