TEMPO.CO, Jakarta - Indonesia Police Watch (IPW) Chairman Neta S Pane declared her support for President Joko ‘Jokowi’ Widodo’s breakthrough in eradicating illegal levy practices. Neta urges that it should be done thoroughly; from the upper level down to the lowest level.
“The solution to eradicating illegal levies in the traffic police, for example, is to enact a lifetime valid driver’s license (SIM), vehicle registration (STNK & TNKB), and owner’s vehicle book (BPKB). The extension processes for those licenses is the culprit for the misconducts,” he said on Thursday, October 27, 2016.
Neta said many developed countries apply a lifetime validity for such licenses. The tax payment is also done through a bank. “But, the process of obtaining a driver’s license must be strictly supervised by an accredited institution,” he said.
According to him, the steps should be implemented because people have already identified the police with illegal levies, especially in its service. “It means that the Police’s service center is filled with misconduct practices. This negative stigma is a difficult challenge for the Police Chief General Tito Karnavian,” Neta said.
The challenge in eradicating illegal levies is caused by the rooted practice that involves a large number of people with a number of personal interests. The existing system, according to Neta, also supports the existence of the illegal levy practices. “That is why the system must be changed first until there is no room for the illegal practices to occur,” Neta said.
