Observer: Radical Change Needed for Govt's Mental Revolution

TEMPO.CO, Jakarta - Suhardi, director of the Institute for Research, Education and Information of Social and Economic Affairs (LP3ES), doubted President Joko “Jokowi” Widodo’s plan to realize mental revolution in government’s bureaucracy.
“I think it’s a bit too much. It’s like expecting the National Soccer Team (PSSI) to win the World Cup,” Suhardi said in a discussion in Cikini, Jakarta, on Saturday, November 22, 2014.
According to Suhardi, it would be difficult to realize mental revolution, particularly in the context of corruption and extortion. Therefore, Suhardi added, there had to be a radical change in bureaucracy.
Suhardi took an example of such bureaucracy reform that had been done before at the Finance Ministry. According to Suhardi, although the government issued a policy to raise the staff salary, some of them still took bribes.
Suhardi explained that the mental revolution would be even more difficult to realize at regional level because of decentralization policy.
“Since regions are decentralized, the central government cannot monitor them directly,” Suhardi said.
