TEMPO.CO, Jakarta - The National Development Planning Agency (Bappenas) has prepared a map of budget use in the 2015 state budget draft to accommodate programs by president and vice president-elect Joko Widodo and Jusuf Kalla.
“We’ve made a mapping. What is listed in 2015 is juxtaposed with vision and mission of president-elect,” said Bappenas chief Armida Alisjahbana on Monday.
She said that need was conveyed by President Susilo Bambang Yudhoyno (SBY) when reading the financial note of the 2015 state budget several times ago. Even so, the government provides opportunities for changes if desired by president-elect.
The mechanism that can be undertaken is by using parliamentary mechanism through working committee. “The key is in the factions. If approved, the working committee only has to pass it,” she said.
Armida said that the SBY government also trusts its three main ministers to establish communications with president-elect. Those ministers are Coordinating Political, Legal and Security Affairs Minister Djoko Suyanto; Coordinating Economic Minister Chairul Tanjung; and State Secretariat Minister Sudi Silalahi. The tree are tasked to coordinate president-elect’s needs regarding budget map for each ministry. “There haven’t been any talks yet,” said Armida.
According to Armida, the pattern of the budget use can be changed in line with president-elect’s needs by converting ongoing programs to new programs in Jokowi’s government.
“There is program to held poor students in educational sector. The fund for this program can later be converted according to the new program, such as Indonesia Smart Card, either from its unit cost or curriculum. So, everything will be integrated,” she said.
