TEMPO.CO, Jakarta - As many as 38 cases of illegal levies occurred in eight agencies in East Nusa Tenggara (NTT) have been reported to NTT Ombudsman throughout 2016. The majority of the cases had occurred at police department, followed by state-owned ferry operator ASDP Kupang chapter, Kupang Population Department, Transport Department, the court, school, village administrations and state-owned port operator Pelindo III Tenau Kupang chapter.

“We have received 38 reports in 2016 in relation with illegal levies,” NTT Ombudsman chief Darius Beda Daton said on Thursday. The number is higher compared to 2014 with 24 reports and 2015 with 33 reports.

He said that Ombudsman will carry out preventive measures by deploying sting operation teams in cooperation with police. “Both Public agencies and state-owned enterprises who are caught imposing illegal levies will be busted through sting operations,” Darius said.

Illegal levies in police department, for example, have allegedly been imposing illegal levies on information on property (SKTL) of non-NTT vehicles on a 3-month basis at Rp150,000 to Rp200,000 per application.

Illegal levy reports were also made against ASDP Kupang chapter in the form of overcharging passengers for luggage fees and tickets.

Whereas civil registry office has allegedly imposed illegal levies on e-KTP administration and ID card blank application forms. Meanwhile, Pelindo III Kupang chapter has allegedly overcharged for entry pass, from Rp1,150 to Rp1,500.

Darius also found illegal levies in school during the national exam. Moreover, village administrations have allegedly imposed levies on distribution of staple food, social security cards, administration fees for land purchase certificate and land measurement by local officials.
