Government Allows Civil Servant to Work From Home to Reduce Homecoming Return Flow

TEMPO.CO, Jakarta - The government has decided to combine work from office (WFO) and work from home (WFH) for civil servants (ASN) on Tuesday, April 16, and Wednesday, April 17, 2024. The implementation of official duties from both the office and home aims to strengthen the management of the Eid al-Fitr return flow.
Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB) Abdullah Azwar Anas stated that the arrangement of WFH and WFO is applied strictly while still prioritizing organizational performance and the quality of public services.
Following President Joko Widodo's directive, Anas said that agencies directly involved in public services will not implement WFH but will remain at WFO 100 percent.
"So, for services that directly interact with the public, they will continue to operate optimally according to President Jokowi's directive, who wants public service performance to always be excellent in all situations," Anas said in a written statement on Saturday, April 13, 2024.
Anas cited that agencies implementing WFO 100 percent include health departments, security and order, disaster management, energy, logistics, postal services, transportation and distribution, national vital objects, national strategic projects, construction, and basic utilities.
Meanwhile, for government agencies related to administrative affairs and leadership support services, WFH can be carried out by a maximum of 50 percent of the total employees.
According to Anas, the specifics are regulated by each government agency. "This means it could be 40 percent, 30 percent, and so on, which are regulated by the officials in charge of personnel management [PPK] in each agency," Anas said.
For example, PPK could implement 40 percent WFH and 60 percent for other employees who are required to be at WFO.
Furthermore, agencies that can operate at a maximum of 50 percent are those related to government services and leadership support. These include secretariat, protocol, policy formulation, research, analysis, and others.
