TEMPO.CO, Jakarta - Hajj is one of the five pillars of Islam. It is the annual pilgrimage to Mecca, Saudi Arabia, that every Muslim must make at least once in their lifetime if they can afford it.
The Saudi Arabian government sets the quota for the Hajj pilgrimage based on the average size of the Muslim population residing in each country. Saudi began resetting the Hajj quota in 2023 following the COVID-19 pandemic when the quota was strictly limited.
Here is a list of the top five countries with the highest quota of Hajj pilgrims as determined by Saudi Arabia in 2023.
1. Indonesia
Indonesia has the second-largest Muslim population in the world, and therefore receives the highest quota of Hajj pilgrims up to 221,000 in 2023. The quota consists of 203,320 regular Hajj pilgrims and 17,680 special Hajj pilgrims. Additionally, the quota for Indonesian Hajj officers is set at 4,200.
In 2024, Saudi increased the quota by 20,000 pilgrims. Indonesian Religious Affairs Minister Yaqut Cholil Qoumas said this could be the biggest in Indonesia’s history of managing Hajj pilgrimages.
2. Pakistan
Saudi Arabia allotted a quota of 179,210 pilgrims to Pakistan to perform Hajj in 2023. Despite being below Indonesia in terms of Hajj quota, Pakistan has dethroned Indonesia as the longstanding holder of the world's largest Muslim population this year.
3. India
According to Wio News, Saudi allocated a Hajj quota of 175,025 pilgrims for India in 2023. This year, India was given the same quota.
4. Bangladesh
According to a report by Dhaka Tribune, Saudi allowed some 127,000 people from Bangladesh to perform Hajj pilgrimage in 2023. Bangladesh was granted the same quota for this year’s Hajj pilgrimage.
5. Iran
Hajj Reporters reported that the Hajj quota for Iranian pilgrims in 2023 was around 87,550.
In 2024, the annual pilgrimage to Mecca will take place between June 14 and June 19. Some countries have secured agreements with Saudi Arabia on this year’s Hajj quota but have not yet revealed the number. Some others have not yet reached an agreement at all.
