Indonesian Kominfo Talks of ChatGPT and PSE Regulations

TEMPO.CO, JakartaThe Indonesian Ministry of Communication and Informatics or Kominfo is monitoring the ChatGPT service developed by OpenAI, a United States-based artificial intelligence research laboratory, which operates in the country. 

ChatGPT is a generative artificial intelligence capable of examining large amounts of data to generate answers to various questions through prompt commands. It is developed to produce long, in-depth writing that is easily understood by humans.

“We’ll see whether it has entered the Indonesian market or not. If they target [the Indonesian market, we will write them and ask them to register for the electronic system operator (PSE) license,” said the ministry’s director general of applications and informatics Semuel Abrijani Pangerapan in Jakarta, Thursday, February 23, 2023.

Semuel admitted that he has not explored ChatGPT further in Indonesia. What is clear, he added, is that if ChatGPT falls into the six PSE categories, it is mandatory to register. “Is it a paid service? If yes, it must [register],” he remarked.

Private PSE registration is based on Government Regulation No. 71 of 2019 concerning the implementation of electronic systems and transactions and the Kominfo Minister’s Regulation No. 10 of 2021 on the amendments to Kominfo Minister’s Regulation No. 5 of 2020 concerning private electronic system operators.

In early February, OpenAI announced the paid version of ChatGPT dubbed ChatGPT Plus. The subscription package is offered at US$20 dollars or around Rp297,000 per month.
