TPKS Bill; Govt Proposes Articles on Forced Marriage, Sexual Slavery

TEMPO.CO, Jakarta - The government added articles on forced marriage and sexual slavery into the bill on sexual violence crime or RUU TPKS. The chairman of the bill task force, Edward Omar Sharif Hiariej, said DPR Deputy Speaker Sufmi Dasco Ahmad had received the president’s letter and the problem inventory list (DIM) containing 588 items on Friday, Feb. 11.
The bill was summarized in 12 chapters and 81 articles, while from the DPR, it contained 12 chapters and 73 articles.
“In this bill, we add articles on forced marriage and sexual slavery,” said Edward Omar, or familiarly called Eddy, in the Ministry of Law and Human Rights’ office on Tuesday, February 22.
Eddy who is also the Deputy Minister of Law and Human Rights did not deny that the article on forced marriage will be widely discussed considering that many parents nowadays still forced their underage children to get married. This article can be applied when there is a complaint and forced marriage against a minor.
As for the article on sexual slavery, he explained, the meaning is broader than what is meant in the Human Trafficking Law. “In the Human Trafficking Law, the motive must be economic. In the TPKS bill, people who are not in the context of economic interests can be charged,” he said.
The government and the DPR are in the process of ratifying the sexual violence bill. The bill which was formerly known as the sexual violence eradication bill has gone through a difficult and long process since 2016. At the plenary session on January 18, the DPR finally declared it as their initiative.
