WWF in Bali; Indonesian House Speaker Talks of Military Budget Misallocation

TEMPO.CO, Jakarta - Speaking at the High-Level Meeting of the 10th World Water Forum (WWF) in Bali on May 20, Indonesian House of Representatives (DPR) Speaker Puan Maharani highlighted data from the United Nations Environment Programme (UNEP) that 50 percent of the world's population deals with water shortage at least one month of the year.

Nevertheless, the international community has recently more focused on geopolitical issues, power competition, and economic competition, rather than water security.

Puan also cited a study stating that military spending amounted to US$2.4 trillion in 2023, or 2.3 percent of the global gross domestic product, while the spending on the water sector in developing and poor countries was only 0.5 of the global GDP.

“It seems that we are trapped in a misallocation of resources. This is truly contradictory when the world is grappling with extraordinary threats, including those caused by climate damage and climate scarcity,” said Puan.

The chairwoman of the ruling party PDIP’s executive board assessed that water scarcity could be addressed significantly if the parliament and the government increase funding for the provision of clean water.

Puan stated that the DPR would discuss four substantive issues: water as a deal-breaking to achieve sustainable development, innovative practices for inclusive accessible water, water at the heart of climate action, and water diplomacy.

“The parliament firmly supports water initiatives and reallocates resources for water security,” Puan Maharani concluded.
