Transport Ministry Submits New Online Taxi Regulation

TEMPO.CO, Jakarta - Transportation Minister Budi Karya Sumadi said the online taxi regulation had entered the finalization stage. According to him, after it is finalized, the Transportation Ministry will conduct dissemination. “The finalization stage. Later we will conduct soft dissemination,” Budi Karya said at the Grand Hyatt Hotel, Wednesday, December 12.


The new regulation is a substitute for the Transportation Minister Regulation (Permenhub) No. 108 of 2017 concerning the Implementation of People’s Transportation with Non-Route Public Motor Vehicles. Permenhub was officially revoked by the Supreme Court (MA) on May 31, 2018.


The director general of land transportation Budi Setyadi said the latest regulation had been completed. “Yes, it has been completed this month, even if I am not disturbed by Christmas and New Year transportation, I have already gone to the regions for dissemination,” said Budi Setyadi.


Budi Setyadi said the regulation had been submitted to the Law and Human Rights Ministry last week. “But I haven’t checked, whether the number already exists or not from the Law and Human Rights Ministry,” Budi said.


Budi said the MSMEs or individuals were indeed accommodated in the regulation. However, later the individuals, regarding the licensing issues, must be managed by themselves.


“It is a regulation from the Supreme Court. If it is in individuals, it seems there will be obstacles in its activities. If there is anything, it must be managed by themselves. And licensing in legal entities or cooperatives can be done simultaneously,” Budi said.


Budi said the applicators were in line with the Transportation Ministry. “There are things that are questioned, but they didn’t say it, regarding the quota limit. So how many quota is there in one province? They certainly don’t want it to be limited,” Budi said.


Regarding online taxi rates, said Budi, the applicators had agreed with the Director General’s Regulation that applied the rates at Rp3,500 to Rp6,500. “At pick hour, please raise it, but not more than Rp6,500, if they exceed it, then it’s a violation. But if it’s not at pick hour, don’t set it under Rp3,500,” he said.
