Police Instruction to Shoot Dead Muggers Violate Rules: LBH

TEMPO.CO, Jakarta - Jakarta Legal Aid Institute (LBH) considers the instruction by Jakarta Police Chief Inspector General Idham Azis to shoot dead muggers contrary to the Regulation of the Police Chief of the Republic of Indonesia (Perkap).


“Perkap Article 5 No. 1 of 2009, there is a stage of the use of force by the police against the perpetrators of crime,” said Head of LBH Jakarta Advocacy Fair Trial Arif Maulana at his office on Wednesday, July 18.


Based on Perkap No. 1 and No. 8 of 2009, the police can only shoot with the aim of warning and to disable.


“Even in dangerous conditions, the police can only paralyze. Their duty is to enforce the law and detain the criminals to be tried in court. The police are not the security apparatus that works to kill criminals,” said Arif.


According to Arif, the instruction given by Idham is classified as an extrajudicial killing. The problem, he considers the dead-shooting is a form of deprivation of the right of the suspects to live and obtain justice. LBH Jakarta urged the Jakarta to stop the instruction.


As previously known, during the operation in the hunting of muggers and snatchers, the police shot 52 people. A total of 41 people were shot in the foot and 11 others were killed.


Kramatjati Police Hospital has received 10 of 11 bodies suspected who were shot dead. Head of Forensic Medical Installation Kramatjati Police Hospital Commissioner Edi Purnomo said all the bodies of the muggers and snatchers were injured in the chest.
