TEMPO.CO, Jakarta - Sugiharto, the former director of information management and administration at the Home Affairs Ministry's Directorate General of Population and Civil Registration, said he gave money to Miryam S. Haryani in relation with the electronic ID card procurement project. In the e-KTP graft hearing today, Sugiharto said he gave the Hanura politician US$1.2 million.

"I gave her the money myself, three times. Another time the money was given by Yosef Sumartono," Sugiharto said in court.

Sugiharto said he delivered to money to Miryam's house, but she was never around when he did. "I phoned her and she told me to give it to her mother," he said.

He didn’t get a receipt every time he gave the money. After the money is delivered, he reported to Irman, another suspect in the e-KTP graft.

He said to have received the US$1.2 million from Andi Agustinus a.k.a. Andi Narogong, the businessman affiliated with the e-KTP procurement consortium. He said the money was given out of a request from House of Representatives (DPR) members.

He said the total amount of money he received was US$1.5 million from Andi Narogong and US$300,000 from Paulus Tanos, the president director of PT Sandipala Arthapura.

The money was divided; US$1.2 million for Miryam, US$400,000 for Markus Nari, and US$200,000 for Irman.

In the previous hearing, House members denied there was money involved in the e-KTP procurement. Miryam S. Haryani even revoked her statement about the names of people who received the money and denied ever accepting the money. She is now a suspect being charged for giving a false statement.

Irman said that from the beginning the House's Commission II had requested funds to help pass the e-KTP project. The request was made by Commission II chairman from 2009-2014, Burhanudin Napitupulu. He assumed that Burhanudin was asking money to for House members.

At that time, Irman said, he refused. But Burhanudin said that someone else has the money ready "His name is Andi Agustinus. He's a good guy, our friends trust him," Irman quoted Burhanuddin.

A week later, he said, Andi showed up at Irman's office and offered to introduce him and Sugiharto with Setya Novanto.

"He said the key to this budget is not in the hands of Commission II but in Setya Novanto's."

Then, the infamous meeting at Grand Melia happened—attended by Irman, Sugiharto, Andi Narogong, Setya Novanto, and Diah Anggraeni, the Home Affairs Ministry's former secretary general.

Diah, along with Irman and Sugiharto confirmed that the meeting took place, but Setya Novanto and Andi Narogong denied it.
