Other Penitentiary Also Allows Graft Convicts to Leave Cells

TEMPO.CO, Bandung - Graft convicts detained at the Kebonwaru Penitentiary in Bandung, West Java, are also given temporary leave, in addition to those housed at the Sukamiskin Prison.

Based on an investigation conducted by Tempo since November 2016, Toto Hutagalung, a graft convict who was sentenced to seven years in prison for bribing Bandung District Court judge Setyabudi Tedjocahyo, was seen at a café of Santosa Hospital. Toto was seen sitting with a young woman. After two hours, two males approached him. They left the hospital on a Grand Livina with a license plate registered in Bandung.

Toto arrived at the hospital at 8 a.m. on November 25, 2016. The young woman had been waiting for him. Both of them went upstairs and sat at the café almost five hours later. Tempo had seen Toto on the same day of the week and in the same place. He came early in the morning and went back to the prison at noon or in the afternoon.

Toto always looked trendy wearing a jacket, hat, and sunglasses. He was never picked up by an ambulance. A week before, he arrived at Santosa on a black Kijang Krista registered in Bandung. As usual, the same woman was waiting for him. Later, they went to the fourth floor of the hospital.

Based on information obtained from the employee and the hospital’s official website, rooms at the fourth floor are apartment units rented for Rp 650,000 (US$49) a night. The apartment provides facilities similar to a hotel room. After the ritual, Toto always visited the same café.

Santosa Hospital spokesperson Sonya refused to comment when asked a question related to Toto.

“I don’t have the authority to answer that,” Sonya said in late January 2017.

On the last week of December 2016, Toto told Tempo that he was sick.

“I’m suffering from herniated nucleus pulposus,” Toto said while showing his medical records, adding that he was escorted by a warden and police officers every time he left the prison.

Kebonwaru penitentiary head Yuniarto explained that Toto was allowed to undergo a therapy twice a week at Santosa based on a recommendation from a doctor.

“Santosa [Hospital] was chosen because it has complete facilities,” Yuniarto said three weeks ago.

According to Yuniarto, government hospitals were not recommended due to a long queue. Yuniarto admitted that Toto should have been picked up by ambulance. However, since there was only one ambulance, Toto had to be transported by a private vehicle.

Toto claimed that the woman was his second wife.

“Is it wrong if my wife is taking care of me?” he said.

Yuniarto clarified that Toto has the right to be accompanied by his wife at the hospital.
