Indonesian Govt Spills Transfer Scheme for State Apparatus to IKN

TEMPO.CO, Jakarta - Minister of Administrative and Bureaucratic Reform (Kemenpan RB) Abdullah Azwar Anas revealed the transfer scheme of state apparatus including civil servants or PNS to IKN.

Anas said on Monday that around 12,000 civil state apparatus or ASNs will be transferred to IKN in phases until December 2024. Those positions include senior positions, administrator positions, and functional positions in 38 ministries and governmental agencies.

The transfer of ASNs including civil servants to IKN or the Nusantara Capital City considered several principles, including the priority scale and the function of each ministry and agency.

Azwar Anas also said that there were several steps to consider in which ASNs are eligible for transfer to IKN. According to the minister, his side has analyzed which ministries and agencies are included in the priority transfer to IKN to “ensure the government resumes effectively in the initial stage of the transfer and supported by the digitalization of the governmental system”.

Second, each ministry and governmental agency filtered out the state apparatus officers that needed to be transferred to IKN. Anas said the ASNs must master digital literacy and multitasking.

In addition, the ministry also proposed to the Finance Ministry to give incentives to the first group of ASNs transferring to the new capital city in July 2024. “Considering in the initial stage of transfer the supporting infrastructure is not as complete as in Jakarta,” he concluded.
