Illegal Parking in Jakarta Estimated to Generate Rp460bn per Year; Govt Asked to Audit

TEMPO.CO, Jakarta - The Jakarta Provincial Government was asked to conduct an audit of illegal parking practices which are suspected of generating Rp460 billion a year. Transportation observer Azas Tigor Nainggolan said illegal parking also caused congestion because it used the road as a parking space.

"The acting governor has a target to unravel the traffic problem in Jakarta. Parking management can be a way to solve it," Nainggolan said in Jakarta, Monday, December 5, 2022.

He encouraged the Department of Transportation to carry out an evaluation to regulate and improve parking management in Jakarta. He believes that parking can become a sizable source of Regional Original Revenue (PAD).

Nainggolan also questioned the flow of illegal parking funds which is predicted to reach half a trillion per year. The fee charged for parking illegally in non-designated areas, he said, is far above the city's provisions.

He said that in front of the Jatinegara Market in East Jakarta, the fees charged for parking are Rp3,000 for motorbikes and Rp10,000 for cars. This is not according to regulations in Jakarta, which is Rp2,000 for motorbikes and Rp5,000 for cars.

He calculated that for eight hours of parking at a rate of Rp10,000 per hour, the income from illegal parking in Jakarta is Rp1.28 billion a day or Rp460 billion a year.

Another famous spot for its illegal parking is the area near Grand Indonesia Mall, which can be occupied by thousands of motorcycles. The fee for parking there is Rp10,000. If 5,000 motorbikes parked there every day, the income generated could reach Rp50 million per day, which is equivalent to Rp1.5 billion a month or Rp18 billion a year.

The high income from illegal parking also often triggers group or mass organization conflicts, where they compete for parking allocations.

Nainggolan said there were 16,000 parking units (SRP) on roads that had been closed. However, in the last five years, illegal parking on the road has made a comeback.

He urged the Jakarta Provincial Government to conduct an investigative survey of parking fees on roads that have now become illegal parking spots.
