TEMPO.CO, Jakarta - Constitutional law expert Bivitri Susanti asked the public to keep an eye on the discussion of the derivative rules of the Capital City Law (IKN). In the next few years, at least the government of President Joko "Jokowi" Widodo will issue five presidential regulations and four government regulations explaining details of the rules for the new capital city.

According to her, one of the regulations that may stir up a lot of problems is the government regulation regarding the authority head of the capital as it is integrated with the capital city spatial planning regulations.

“This shows a very large authoritative image [of the government] if these two rules are put together,” said Bivitri in a discussion held by Indonesia Corruption Watch on Friday, January 21.

The three other government regulations will determine the funding and planning, accountability, as well as management of capital goods and assets. The presidential regulation, meanwhile, stipulates the authority body, master plan, regional division, relocation, and funding.

Bivitri underlined that the public should monitor the process of these derivative rules, let alone the discussion of the capital city law was not transparent. “The government's derivative regulations have been dark and never been conveyed to the public,” she said. “So we have to monitor it even closer.”
