Anies Baswedan to Revise Covid-19 Rule: Sanctions Have No Deterrent Effect

TEMPO.CO, Jakarta - Jakarta Governor Anies Baswedan disclosed that the city government proposed a revision of the Regional Regulation (Perda) No. 2/2020 due to the significant increase in Covid-19 cases and death cases.
“The increase in confirmed Covid-19 cases and the significant hike in the number of people who died due to Covid-19 as stated earlier are the considerations of the Jakarta Provincial Government to submit a proposal for the amendment of the Regional Regulation No. 2 of 2020,” Anies said in a statement on Wednesday, July 21, 2021.
Deputy Governor Ahmad Riza Patria read the statement before the Regional Legislative Council (DPRD).
Additionally, the city administration had thus far referred to the Perda to take action against people violating the predetermined health protocols. The sanctions unfortunately had no deterrent effects.
“In its implementation, both the provisions regarding administrative sanctions and criminal sanctions have not been effective in giving a deterrent effect to people who violate the Covid-19 health protocols,” Riza said.
The Jakarta DPRD is still discussing the Perda revision. The revision draft has two new articles about the investigation authority for civil servants or PNS and the Public Order Agency (Satpol PP) officers and sanctions for people who repeat violations of health orders as proposed by Anies Baswedan.
