Civil Servants Barred from Traveling, Taking Leave on National Holidays

TEMPO.CO, Jakarta - Administrative and Bureaucratic Reform Minister Tjahjo Kumolo issued the Circular Letter No. 13 of 2021 that prohibits civil servants from traveling outside of town and taking leave on national holidays in 2021 during the COVID-19 pandemic. The letter was inked on June 25 and effective immediately.

“State apparatuses are prohibited from traveling outside of the region during the 2021 national holidays and on working days in the same week as a national holiday,” as quoted from the circular’s point 1a.

The national holidays are listed on the Joint Decree of the Religious Affairs Ministry, the Manpower Ministry, and the PAN-RB Ministry No. 712 of 2021, No. 1 of 2021, and No. 3 of 2021.

However, those residing and working in institutions located within one agglomeration area such as Jabodetabek, Bandung Raya, Jogja Raya, Solo Raya, Kedungsepur, and Mebidangro are exempted from the restrictions.

State apparatuses carrying out official duties with a letter of assignment signed by at least an Echelon 1 official and those who are forced to travel with written permission from the employee unit officer with the agency are also exempted from the policy.

Additionally, state employees are still allowed to take leave days, such as maternity leave, sick leave, or leave for important reasons.

State apparatuses violating the Circular will be subject to disciplinary punishment in accordance with the Government Regulation No. 53 of 2010 concerning Discipline of Civil Servants and the Government Regulation No. 49 of 2018 concerning Management of Government Employees with Work Agreements.
