YLBHI Questions Listyo Sigit's Plan to Integrate Pam Swakarsa with Police

TEMPO.CO, Jakarta - The Indonesian Legal Aid Foundation (YLBHI) Director Asfinawati questioned the plan of the sole candidate for the National Police Chief Comr. Gen. Listyo Sigit Prabowo to integrate the civilian security forces or Pamswakarsa with the police’s technological facilities.

Sigit had conveyed his intention during a fit and proper test for the National Police Chief candidate at the House of Representatives (DPR) Commission III on Wednesday, Jan. 20.

“The question is, what does that mean? Can they access the police technological facilities such as wiretapping systems and others?” said Asfinawati to Tempo on Thursday, Jan. 21.

The YLBHI director said if what was meant by the integration is granting access to facilities and technology owned by the police, this is an abuse of power. “If ‘this’ means to arm civilians, this is an abuse of power,” she said.

Swakarsa, she continued, has the potential to be the forerunner of violence by mass organizations. She recalled that Swakarsa in the history of Indonesian politics was used to suppress public critical movements, including demonstrations.

Moreover, Asfinawati said the involvement of such private security guards would be against Law on Mass Organizations (UU Ormas) as it was not allowed to act as law enforcers.
