TEMPO.CO, Jakarta - The Immigration Director-General Jhoni Ginting said that he was waiting for the Presidential Regulation on the use of QR (quick response) codes as a surveillance system to track foreign citizens in the country.

“We are developing QR codes to detect foreigners. We are waiting for the policy. When the Perpres is signed, we will enact it instantly,” said Jhoni at the Parliament complex, Senayan, Jakarta on Tuesday, July 14.

Jhoni made the statement in a hearing of the House of Representatives (DPR) Commission I with the Agency for the Protection of Indonesian Migrant Workers (BP2MI).

In mid-2019, the Law and Human Rights Ministry’s Immigration Directorate General reported it was developing a surveillance system for foreigners by using a special app featured with QR codes. The previous director-general Ronny F Sompie said his side was waiting for the president’s approval.

The QR codes will be attached to foreigners’ passports or visas in order to detect their movement by tracking their transactions in public facilities, such as hotels, transportation ticket purchases, and others.

The innovation has become more relevant in this current situation following issues of fugitive Joko Tjandra who evaded the immigration records when he entered and left Indonesia.
