TEMPO.CO, Jakarta - Jakarta Governor Anies Baswedan through the Gubernatorial Regulation No. 33/2020 mandated that private vehicles are only allowed to operate in certain conditions during the enforcement of the large-scale social restrictions or PSBB in the capital in an effort to contain the coronavirus (COVID-19) pandemic.

Two or four-wheeled private vehicles should only be used to fulfill the basic needs and for activities related to several essential sectors excluded from the PSBB rules, Anies explained. The sectors which are able to operate during the tight physical distancing order are health care, food, energy, finance, banking, communication, logistics, and retail, among others.

"In principle, people are prohibited from using their vehicles unless for meeting their basic needs," said Anies during an online press conference at the City Hall, late Thursday, April 9.

The number of passengers is also limited by 50 percent of its seat capacity. For example, only three people are allowed to board a car with six seats. Meanwhile, carrying a passenger in a motorcycle is banned. This order is also valid for public transports such as online ojek, which is only allowed to carry goods.

Anies went on to explain that the city mass transportations reduce their passengers' number by 50 percent of their normal capacity and limit their operational hours from 6 a.m. to 6 p.m.

People who are leaving their homes are obliged to wear face masks, either they will board mass transports or private vehicles. "All people must wear masks. All people leaving their homes must wear masks," the governor underlined.

Anies Baswedan said the large-scale social restrictions take effect starting Friday and will be enforced until April 23, 2020. He called on the public to be disciplined during the period in a bid to fight the coronavirus pandemic.
