Legislative Suggests to Dismiss Budget for Anies Baswedan's Team

TEMPO.CO, Jakarta - Jakarta Legislative Council (DPRD) recommended that the budget for Governor Anies Baswedan's team for accelerated development or TGUPP be removed from the 2020 General Budget Policies and Provisional Budget Ceiling and Priorities (KUA-PPAS).

The budget plan of Rp19.8 billion was suggested to be diverted to the governor’s operational funds–as once applied by the previous governor Basuki Tjahaja Purnama alias Ahok.

“We gave a recommendation to the Budget Body to move the budget plan [to the governor’s operational funds],” said the Council Commission A chairman Mujiyono at Jakarta DPRD building, Monday, November 11.

The recommendation was made considering the team was the responsibility of the governor, while the proposed budget was listed in the Jakarta Regional Development Planning Agency (Bappeda).

Additionally, Commission A recommended an evaluation of the team’s main tasks and functions. The team was considered to comprise of many with a huge budget.

“[The proposed budget] drastically increases, while there was not that much in the previous governor era,” said Mujiyono, adding that a thorough evaluation would reveal all issues, starting from the team’s work, authority, to the budget.

Meanwhile, Bappeda acting head Suharti said that the budget for TGUPP had not been removed as of Monday, November 11. She told reporters to check the matter to the city administration assistant (Aspem) Artal Reswan. Artal said he had not received Commission A’s recommendation.

Based on the city official website apbd.jakarta.go.id, Jakarta TGUPP budget gradually raised since 2017. In 2017, the budget allocation was proposed at Rp1.69 billion, then changed to Rp1 billion in the 2017 APBD.

From 2018 until 2019, the budget for Anies Baswedan’s team was proposed at Rp19.8 billion, yet in the budget realization, it was revised to Rp16.2 billion and Rp18.99 billion, respectively. However, the figure was again proposed to increase at Rp19.8 billion in 2020.
